Summary

This is a high-visibility leadership opportunity with a large petrochemical manufacturing facility located on the Houston Ship Channel. Reporting directly to the VP of Maintenance & Turnarounds, this role will lead the site's end-to-end supply chain organization, including Procurement, Commercial Contracts, Warehouse & Logistics, Demand Planning, and Continuous Improvement functions. The position oversees an organization of approximately 40 employees, including 5 direct reports, and plays a critical role in supporting plant reliability, turnaround execution, capital projects, and operational performance.

The Senior Manager will be responsible for developing and executing sourcing, contracting, and supplier management strategies that support maintenance, turnaround, and operational spending. This individual will establish governance processes that drive disciplined purchasing behaviors, improve compliance, strengthen supplier performance, and optimize inventory management practices. The role works closely with Operations, Maintenance, Projects, Finance, HSSE, and Corporate leadership to ensure continuity of supply while identifying opportunities for cost reduction, efficiency improvements, and long-term value creation.

The ideal candidate will possess a Bachelor's degree in Supply Chain, Engineering, Business, or a related discipline along with 10+ years of leadership experience within refining, petrochemical, chemical manufacturing, or other heavy industrial environments. Candidates should bring strong commercial acumen, contract negotiation expertise, supplier management experience, inventory optimization knowledge, and a demonstrated ability to influence stakeholders across large, complex organizations. Experience with SAP, Coupa, or similar procurement platforms is preferred.

Description

  • Lead and develop a multi-functional supply chain organization across Procurement, Contracts, Warehouse & Logistics, Demand Planning, and Continuous Improvement.
  • Develop and execute sourcing and contracting strategies supporting maintenance, turnaround, capital project, and operational spending.
  • Strengthen supplier performance management programs and drive competitive commercial outcomes.
  • Establish governance processes that improve procurement compliance and reduce off-contract spending.
  • Lead warehouse and logistics operations, including inventory optimization and spare parts strategies aligned with reliability objectives.
  • Ensure continuity of supply through effective Procure-to-Pay execution and escalation management.
  • Support major turnarounds, maintenance events, and capital projects through strategic supply chain planning.
  • Partner with Legal, Finance, HSSE, and Operations teams to manage commercial and operational risk.
  • Implement procurement policies, controls, and standards while maintaining audit readiness.
  • Drive continuous improvement initiatives focused on cost savings, efficiency gains, standardization, and operational excellence.
  • Develop strong cross-functional relationships while maintaining objective commercial decision-making.
  • Deliver measurable improvements in supplier performance, inventory management, reliability support, and overall supply chain effectiveness.

 

Requirements

  • Bachelor's degree in Supply Chain, Engineering, Business, or related field.
  • 10+ years of supply chain, procurement, contracting, or operations experience in refining, petrochemical, chemical manufacturing, or heavy industrial environments.
  • Proven leadership experience managing multi-functional supply chain organizations.
  • Strong commercial contracting, sourcing, negotiation, and supplier management capabilities.
  • Experience overseeing warehouse, logistics, and inventory management functions.
  • Demonstrated success leading large, complex spend portfolios.
  • Ability to establish governance processes and drive organizational compliance.
  • Experience supporting maintenance, turnaround, and operational activities.
  • Proficiency with SAP, Coupa, or similar ERP/procurement systems.
  • Excellent leadership, communication, stakeholder management, and problem-solving skills.
